FAQs

1. What is GEF?

The GEF is the designated "financial mechanism" for the:

  • Convention on Biological Diversity (CBD)
  • Convention on Climate Change (UNFCCC)
  • POPs Convention (draft)
The GEF collaborates closely with other treaties and agreements to reach common goals (International Waters, CCD, Montreal Protocol

2. What are the focal areas of GEF?

  • Biodiversity
  • Climate Change
  • International Waters
  • Ozone Depletion (only countries in transition)
  • Cross cutting: Land Degradation as it relates to the above focal areas
  • Persistent Organic Pollutants – POPs

3. How does GEF finance projects?

GEF co-finances projects--it does not finance them altogether. All GEF projects bring together multiple partners and multiple sources of funding to achieve their aims.

While GEF funding does not replace traditional development funding, it provides "new and additional" funds to address global environmental issues.

4. What are incremental costs?

To maximize global benefits, GEF projects complement national programmes and policies. The GEF analyzes the financial partnership component of projects by dividing the budget into baseline and incremental costs.

The GEF funds only the additional, or incremental costs, of activities that produce benefits to the global environment. All other costs of the project, the benefits of which accrue locally or nationally, are considered to be baseline and must be covered from other sources.

For a quick overview of how incremental and baseline costs are determined, first

  1. Establish the baseline, then,
  2. Determine cost of GEF alternative
  3. Incremental Cost (project budget) = GEF Alternative - Cost of Baseline

5. What are executing agencies?
