BRIEF DESCRIPTION:
The Government of Pakistan ratified the Montreal
Protocol on Ozone Depleting Substances (ODS) on 18 December 1992.
A Country Programme for ODS phase-out is currently under
the preparation with the assistance of UNEP. The objective of the
project is to develop the capacity of the Government to implement
an ODS phase out programme to enable Pakistan to meet the provisions
of the Protocol. Under the project, a unit will be established within
the Environment and Urban Affairs Division (EUAD) to deal exclusively
with the implementation of the provisions in the Montreal Protocol.
The unit will function under the overall administrative control
of the EUAD. The unit will work closely with the established National
Committee for Montreal Protocol Implementation which comprises representatives
from all concerned federal ministries and provincial departments.
The Committee will oversee the formulation of national policies.
The project will be implemented under the national execution modality
and under the local arrangements and practices of UNDP/Islamabad
with regard to transfer of funds and/or payment of invoices.
LEGAL CONTEXT:
This project document shall be the instrument referred
to in Article 1 of the Standard Basic Agreement between the Government
of Pakistan and the United Nations Development Programme signed
by the parties on 2 July '-956 and shall be governed by normal UNDP
practices regarding procurement, project revisions, monitoring and
evaluation. The project will be implemented in accordance with the
Agreement between the Executive Committee of the Multilateral Fund
for Montreal Protocol and UNDP signed on 21 August 1991 and the
project proposal approved by the Executive Committee at its 14th
Meeting in September 1994. The approved project proposal now forms
an integral part of this project document.

BACKGROUND
All ozone depleting substances (ODS) consumed in
Pakistan are imported and Pakistan neither products nor exports
ODS. estimates on the import of all controlled substances are not
comprehensive as data for some ODS are not available. Based on industry
estimates of the ODS listing in Annex 1, the import and consumption
of ODS in 1992 was at least 3,400 metric tonnes (MT) ODS, equivalent
to 3,205 UT ODP. This would still exclude HCFC use as well as ODS
used in military, defense and other uses. A more detailed survey
and estimate of ODS consumption by substance and sector is being
conducted an part of the Country Programme formulation exercise.
The major applications of ODS in Pakistan
that have been identified to date includes automotive air conditioners
air conditioners/household- refrigerators and deep freezers (CIPC-11,
CFC-12, CFC-13, HCFC-22) foam blowing agents (CFC-11, CFC-12, HCVC-22)
fire extinguishing (H-12111, H-1301) and solvent cleaning (CFC-113,
MC, CTC).
OBJECTIVE
The primary- objective of this institutional strengthening
project proposal in to create a nodal unit to direct the implementation
of ozone layer protection efforts in Pakistan under the Montreal
Protocol. The project would recruit qualified
Personnel for the nodal unit and help equip
it with the necessary equipment to undertake its functions. This
nodal unit would work within the Environment and Urban Affairs Division
of the Ministry of Housing and Works. The nodal unit will ensure
that the required steps under the Montreal Protocol are Initiated
and carried out by Government and industry. The longer-term objective
includes the development of mechanisms for project formulation review,
assessment and monitoring to enable Pakistan to adhere to the agreed
schedules for the phase out of ODS and to complete other related
activities.
SCOPE OF THE PROJECT
The scope 'of this institutional strengthening project
is provide the necessary policy implementation, data collecting
and evaluation capacities needed for OIDS phase out and --elated
activities in Pakistan.
The project would encompass periodic involvement
of the nodal unit with the Ministry of Industry and with the Ministries
of Science and Technology and Defense Production in the evaluation
of qualified public sector enterprises for ODS phase out; the Ministry
of industry and the Federation of chamber of Commerce and Industries
in the evaluation of private sector enterprises for ODS phase out
the National Science Laboratories and scientific institutions in
technology evaluation and NGON to promote public awareness and public
participation.
JUSTIFICATION
Pakistan, having ratified the Montreal Protocol,
is obliged to implement the provisions of the Protocol. However,
this could be done only it sufficient funds and the required technologies
are made available The institutional strengthening project proposed
is a prerequisite for studying, analyzing and responding to information
gathered in the context of the Montreal Protocol &ad to provide
an effective liaison among various sectors involved in the phase
out of ODS. A separate nodal unit a proposed needs to be established
under the government and Urban Affairs Division (which is the Federal
authority for the implementation of the Montreal Protocol) to carry
out the tasks described above.
The existing sections in the Environment and
Urban Affairs Division have a clearly defined scope of work. The
proposed duties cannot be entrusted to them as their responsibilities
do not include ozone layer protection and they have no background
in this area. Therefore, the present administrative staff of the
Division would not be able to undertake the kind of detailed analytical
and professional work required for the implementation of the Montreal
Protocol. However, the Environment and Urban Affairs Division will
overcame the work of the nodal unit.
BENEFICIARIES OF THE PROJECT
The institutional strengthening project will
develop the capacity of the Government to implement an ODS phase
out programme so as to enable Pakistan to most the provisions of
the Protocol. The project will. establish a qualified unit to analyze
and respond to ODS phase out issues and to coordinate activities
among public organizations and the various industrial sectors.
STRUCTURE AND MANAGEMENT
The Environment and Urban Affairs Division
(E&UAD) is an official government body which overseas all environmental
affairs in the country. There are fourteen major enactments in Pakistan
related to the protection of the environment that are being Administered
by federal and provincial governments within Pakistan.
Pakistan has acceded to the Montreal
Protocol and the Government instrument of accession was deposited
on 18 December 1992. The Protocol has become of active since
18 March 1993. The Environment and Urban Affairs Division is responsible
for the implementation of agreements under the Protocol and must
formulate and coordinate related national policy and administrative
decisions.
In order to carry out its responsibilities
under the Montreal Protocol, the Government has sought assistance
from the Monteral Fund -to strengthen the capacity of the E&UAD.
The funding requested is for the creation of a nodal unit, which
will exclusively assist the E&UAD in the implementation of provisions
in the Montreal Protocol. The finalization of the Country Programme
and the design and implementation o2 follow-up action programme
to phaseout ODS und6r the Montreal Protocol guidelines will be adversely
affected in the absence of such a nodal unit.
The nodal unit will function under the overall
administrative control of the B&TJAD. The nodal unit will report
to the Secretary of C&UA.D. The Government has approved and
constituted a National Committee for Montreal Protocol implementation
comprising representatives from all concerned federal ministries
and provincial departments. The envisaged nodal unit will work in
01050 cooperation with this Committee. The Committee will oversee
the formulation of national policies. A copy of the proposed organo-gram
for the nodal unit - The Ozone Call - is attached as Annex 11.
STAFFING IN THE UNIT
The proposed staff strength of the Ozone Call is
as follows
a) 3 Professional staff comprising one Senior Officer
equivalent to the rank of Deputy Secretary to the Government (BPS-19),
and two officers of the rank of Section Officer to Government (BPS
17/18) .
b) 3 Supporting staff comprising two stenographers
and one assistant/cashier
ACTIVITIES
The main activities that the nodal unit will
be engaged in are the following
- Facilitating coordination between industry
and the Government, and between the Government and the implementing
agencies and the Multilateral Fund Secretariat.
- To be responsible for the reporting of data
an the consumption of controlled substances to the Ozone Secretariat
as required by Article 7 of the Montreal Protocol (MTEP/OzLPro/ExCom/13/47
paras 98-99)
- Assistance in the completion of the country
programme.
- Promote ODS phaseout actions identified in
the Country Programme that is to be finalized and approved
- Monitor and evaluate the progress of ODS
phaseout .
- Advise and provide feedback to the Government
senior policy makers on relevant ODS issues affecting Pakistan
- Organizing seminars to create awareness in
the relevant sector about the Montreal Protocol and Its provisions
as they relate to Pakistan
- Work with other organizations to disseminate
information to the public
- Facilitate the exchange of information with
other parties to the Montreal Protocol
- Issue annual reports on the progress made
in the implementation of -.,he Montreal Protocol in Pakistan.
- To report to the Executive Committee, on
a yearly basis, On Progress being made in the implementation
of the country Programme (MMP/OzLPro/Z2cCom/10/40 para. 135)
following the format approved by the Executive Committee ((MMP/OzLPro/ZxCom/1-3/47,
Annex II) .

Personnel

2 Officers (BPS-18/17) who will render analytical,
review, monitoring and technical services
3 Support staff (2 stenographers (BPS-15), assistant/cashier
(BPS-11)) will provide clerical and secretarial services
Operational Coasts
These include the coasts for data processing and
dissemination, telecommunications and postage, office supplies,
equipment maintenance travel and per diem on official mission and
training courses and other miscellaneous expenses.
GOVERNMENT INPUTS
The Government will provide for the office space
to house the nodal unit. In addition, the Government will also be
responsible for the provision of the legal and administrative framework,
access to pertinent organization and ministry and qualified management
and oversight from the E&UAD necessary for the effective operation
of the nodal unit.
COST AND BUDGET
The requested support from the Multilateral Fund
for the 3year operation of the nodal unit is $259,000 comprising

OUTPUTS
The expected outcome of the project will include
the following
- The enhancement of national institutional
capacity to deal with the overall objectives of the Montreal
Protocol and not in place and monitor the national policy
for ODS phaseout in Pakistan to meet the ODS phaseout provisions
of the Montreal Protocols
- Evaluation and analysis of information related
to the Montreal Protocol, and technical feedback to Policy
makers; and
- Promotion and coordination of ODS Phaseout
activities and public awareness.
